Is there any in depth guides out there in tegards to creating shp and voxel files. Id like to create new infantry, tanks and buildings, but am relatively new to graphic area

There are many different methods and different programs you can use to make artwork for RA2. As such there are no broad in depth guides that cover every step. You can find many small guides covering specific tools and methods scattered across the forum, a lot of them will be a decade or more old by now tho.  

The main programs that you'll need are SHP Builder & VXLSE, you can find both of them on the PPM website.

i really should make something for creating shp and tmp art. what asset type you should focus on depends one what you are good at.
in general 3D artists make the shp, 2D artists make tmp, and vxl artists make voxels. if you are good at 3d or 2d, i can show you how
to do it myself. if you are good at vxl, im sure there are some vxl artists that could help

I am pretty much just a starter i have only made a few flags, flag buildup animation but in general i am trying to get into it, since i want to create 2 new dides for yuris revenge, 1 being terminator and 1 being alien but for that i need suggestions, help, any tips that can help me along. Maybe what programs to use for vxl, shp buildings and animations, weapons and sounds. Anything would be greatly appreciated. ?

For sounds, just look for war/military videos and record them.

For buildings you could go to google maps or 3D sites and take the photo as your basis, but this will need a lot of editing skills to pull off since you have to correct perspective and make your own shadow from scratch. For now I'd recommend going the cut&paste route using existing art to make new variations.

For voxels, you can start with 3D models and use the 3ds2vxl program to convert them, however this isn't straightforward as most models will be rotated or have multiple parts that don't translate well, plus they have to be in the old 3ds format not one of the newer fbx or something. Doing it manually on the other hand, you just have to get a workflow going to build the bones of your design, starting with the wheels/tracks, hull and eventually turret. Modifying existing voxels is probably a good place to start... learning how to use auto-normals is an art in itself.
