No, Terror, you're wrong you have to edit the Growth=2200 line. This number is the interval between tiberium growing. So make it smaller to make it grow faster.

if any of you have played the Tiberium Valley map for TS retro
i made the (Green)Tiberium Grow really quickly just on that map so it filled the valleys with tiberium (hence the name )
