Perhaps abit of a newbie question but I was curious ... as RTS gaming as a whole whats the easiest format of graphics that allows the creation of new assets by the likes of modding teams? 2D sprite like SHP? 3D models? Voxels? Some mix of them? (3D model units/structures on 2D terrain?)

A lot of useful tools commonly used by the C&C community and information can be found here. A lot of those tools can be used for modding multiple other games rather than just the C&C series.
