What exactly is the problem you're facing?

try removing/commenting out some restrictions (like the below lines) and taking it from there:

Passengers.Allowed=PRES
Abductor.AbductBelowPercent=20%

There is a way to disable manual entering. Passengers.allowed is an unnecessary hack.

Edit: Looks like you are using it then this is unnecessary already.

Try Abductor.AbductBelowPercent=0.2 for 20%

I'm with LKO on this. you need to remove that Passengers.Allowed= key from your code. That restriction is probably what's causing this.

P.S. since it doesn't abduct, does it damage the unit until it's destroyed? how about after its health drops below 20% - does it still go ahead to destroy it?

What's the Size= of the unit you want to abduct? If it is larger than SizeLimit= of the Chrono Prison unit, or there's not enough passenger slots available, a target unit can't be abducted.
