So I have added a new country to the Soviet side but I'm having these issues:

1. The flag in the drop down menu when choosing a country is just a black bar.
I added a shp to ecache and pcx to directory of  the flag just for good measure but got this issue. Do I  need a certain palette or something?
the flag is 47x23 pixels (I supposed its the right size cause i opened along with the japi.pcx and their sizes matched).

2. Not really an issue but what does (CSF label) mean? I need it to complete the new country for example: [Country]►LoadScreenText.Brief= (CSF label)

The CSF is your reference to the .csf file where the game houses all the strings as far as I remember.  So you need to add a new entry to that which can be done through XCC Mixer then in the top tab click Launch->XCC String Table Editor.  Don't know anything about the other issue, sorry.

Ok someone told me how.

In Photoshop

1. Go to Images > Mode, and select "Indexed Color...".

2. A new window will pop up, choose:

Palette: (Local Selective)

Forced: None

don't check "Transparency"

then press "Ok"

5. Now save your file as .pcx

 Done!!
