So, see how when you tick an ingame option,
the rulesmd.ini
gets replaced by the version you put there in all mentioned characteristics?

Like, every line in "no dog engineer kills" replaces the original line in rulesmd.ini with NoDogEngiKills.ini

BUT you can't currently do that with other files:

ArtMD.ini
SoundMD.ini
AiMD.ini

etc.

My proposal is that AI, Art and Sound files to be susceptible to these changes.

In this way, you can have an option "big voxels" or "alternate cameos" and change directly the pointers in Art.

You could have an option "TS sound effects", "TS voicelines" and change the sounds listed in sound.ini

But most importantly, these allow to change the AI behaviour in AiMD.ini to fit the new rules. Something we have no other way to do at all, like editing their attack groups and their targeting priorities. There are only generalities about AI in rulesmd and no way to make them adaptable to certain special gameplay changes that the rules alterations may bring about.

Furthermore, my scheme allows people to easily combine mods for their own use on a single install. I would love to be able to switch my own mods surely in a single RA2YR installation by just ticking a pregame box. As it stands, this is just not possible without also integrating all their INIs which would be an absolute mess, would create nonfunctional AI, etc. The current "mod launchers" just don't work correctly in most cases. A single simple adding of the other INI files to pregame options would allow this to be done.

So you would have:
NoDogEngiKillsRules.ini
NoDogEngiKillsArt.ini
NoDogEngiKillsSound.ini
NoDogEngiKillsAI.ini

Only those present would be read.
If this can't be added in Ares, surely it can be added to CNCNET which uses a different game loader?

The NoDogEngiKills option is a feature added by CnCNet & doesn't have anything to do with Ares...

An analogous Ares related request would be for game mode ini files to be expanded to include more then just edits for the Rules.

Or make the MP INIs generally more powerful; like being able to override/change SW properties.
