This is just a very simple question but how can I put snow on buildings using Photoshop? Even just a simple sprinkle of snow as long as the building will look snowy. It'd be much helpful if there is a video but I guess that's too much to ask.

TBH it's not that simple because it's mainly down to your own artistic skill & not just a specific tool/technique.

But the basic way to do it is to make multiple white & light blue layers in various transparency amounts over the building.

I disagree. I prefer them having even just a little snow so they blend into their environment. Clean buildings look like they're just sloppily pasted on the scene.
