I have rulesmo.ini but I don't know what to do with this. AIs keep capturing Techs and when I want to take them back they literally kill all my Engineers, which annoys me.
Please help me

Use OnlyTargetHouseEnemy=yes in those engineer AI teamtypes in aimd.ini (and in maps if used). This will make AI teams to not target neutral buildings.

Why are you posting generic RA2 posts in Ares sub-forum?

taking out "NeedsEngineer=yes" from a buildings ini entry should stop engineers from targeting the building automatically.  
conversely, adding it will make engineers target buildings and furthermore not sell them upon capture.

Remove Engineer against tech building AI teams, or disable those AI Triggers in map.
