For the Spy you'd just simply need to copy over Swim Frames from another infantry and adjust accordingly to the canvas size of the Spy. I didn't include one for the Spy as it would have required adding Sequences for Swimming and adding ones for every infantry the Spy can grab disguises from.

Realistically speaking SPY only needs to "wear" SEAL's black diving suit because even if he is disguised as female (ex. Tanya) then she also can wear a black diving suit, she doesn't wear it just to be different from the seal, but the black suit is unisex in the real world.
So the seal’s black diving suit can be added as universal option only for the water frames, and out of the water spy will remain to be disguised as its chosen target. QUICK_EDIT
What he meant is that if the infantry that the spy is disguised as doesn't have water frames, and the spy enters water, then it'll just show the first frame of the infantry he's disguised as while swimming (and flicker to the Spy's water frames if you own the spy). Adding swimming frames for Spy's image only solves half of the problem for the Spy's owner. QUICK_EDIT

The real problem with those diving suit frames is they don't have remap. One infantry using it might be ok, but if you've got multiple different infantry on different sides using the same art with no remap, it can get a bit dodgy in multiplayer. QUICK_EDIT
