Superweapon / Question + Advice if it is even possible to do

Hello,
I have no idea if this is even possible to do.
Firstly - I am well aware on how to create a basic superweapon such as a meteor storm / changing hunter seeker and all that jazz.
I'm looking to create a superweapon which specifically does damage to infantry and upon their death turns them into visceroids. Sort of genetic mutator YR I suppose however I would not gain control of the visceroids with this version.
I assumed some sort of custom warheads using Tiberium as the damage dealer is how its done. But I have no idea how I'd even begin to attempt this or where to begin.
Any help / advice would be much appreciated in how I would go about creating this.
I think the only way to do this is using gas particle system in Particle= for warhead
It also depends on area you would like to apply affect:
3x3 wide can be achieved by HS weapon with 9 cluster explosions
5x5 using Split weapon
7x7 replacing Reaper web logic.
Or larger area using animation that throws tons of debris, which explodes with anims containing that particle effect.
