I spent a whole day searching for a way to extract 3D files from the game and have tried about every single program that even mentioned W3D in its name or description somewhere. I did manage to extract the W3D files from the game but that is about as far as I got. Now I have literally no idea how to convert it to a format like Obj or Stl so that I can use it elsewhere.

I didn't want to disturb anyone with my request but I am at a dead end and I am quite bored of reading random forum posts from 7 years ago so I decided to ask the experts directly: what program or procedure do I use to either extract 3D files from Red Alert 3 directly or convert the W3D files I have to Obj or Stl?

Ok so a few more hours of searching got me here:

Using this plugin I managed to import W3X files into blender and then I managed to export the files as a common 3D file format.

I no longer need help but I am leaving this comment here for anyone who will follow in my steps so that they do not get as frustrated as I was.

Another note about W3X files: if this is your first forum post you found about this, then follow this tutorial until the part where you have the W3X files:

Finally, I recommend using OS Big Editor as it is compatible with the Asset Extractor.

Interesting, I was always wondering how to get the W3D files to work for isometric renderings... since some people do it but W3D isn't compatible with 3DSMax by defualt.
