There is an article on Games Radar with a high level manager at EA, in it he proposes that EA might sell off or license some of their older unused game franchises, with specific mention of Command & Conquer...

Honestly, if they have no plans to create more content for the franchise, they should sell it indeed. I hope whoever buys it place more effort to please the fans.

I doubt they would sell it, they'll license it the way Civilization did, and when there's renewed interest they'll swoop back in to collect.
