So yea..
Four things..

One.. Generals [Not Zero Hour] Won't load in Window Mode.. To an extent.. it won't follow any of hte commands -win -particleedit -quickstart any of them..

Second.. How do you actually MAKE particleFx's. Not Edit them.. Actually make them..

Third.. To go off the problem with generals.. i've reinstalled 3 times..

Fourth.. Two week break Very Happy

Have you tried window mode as -window? Sometimes a game with the window mode option has the window mode command line set differently in my experience with it.
