Too bright, too random and Apocalypse Rising remakes of the RA2 logos look bad when not used with their art.

Well, the Soviet one has this random glow of noise - Allied is a bit better. Also the top's contrast compared to the pic's are bad, the whole thing doesn't even have the feeling of a loadscreen.

Allied logo has outer glow, Soviet has a thick stroke instead... it's not even consistent. It's just that random.

I actually somewhat like them, they're not exactly groundbreaking but they're simple which is sometimes nice. Suits your mod well I think.

HOWEVER
...most of that comes because you simply took other work and recycled it for your own use (which you did pretty well). I'm generally not a friend of using unlicensed artwork, so yes, it looks good, but imo, you should not use it and I can't really commend you for making these.

Also I feel the RA2 Allied and Soviet logos don't fit very will with the pictures - they're too cartoony compared to the photorealistic lower part of the screens and don't blend in very well. Soviet one is a bit better, but still.

Two things which I would like to draw your attention.
1. Do not forget that the game supports up to 256 colors to a single image. This means that you should avoid such a large number of different gradients in a single image. However, it is sometimes possible to get around using dithering(http://scanline.ca/dithering/img0023-512x384-dithervoltage.png - this effect) and priorities(mask quality to important sites). But sometimes it may not be enough for a proper quality. For these purposes, I use the program ColorQuantizer.

2. I also think that the area preview of the maps is not considered a  with the background. By the way, you can change position and size of the preview of the maps with the help of C&C Executable Modifier and the last set of hacks for it.

In addition, I join all the above comments.

EDIT: One more remark. You use name of USA and Russia. However, it is not considered. You must use the USSR, instead of Russia.

Oh yea, I had a fan who complained to me about Russia and suggested that I change it to USSR. Which would make alot of sense since in this mod brings back USSR again during WW3.

I will do more editing and touch ups tonight and tomorrow.

@Millieum, I always credit other people work for using their images. Like Ghost Recon, therefore I'm crediting to Tom Clancy.

I'm aware of Palette limitation. That's why I'm using grayscale in background with some of color splatter to keep it interesting to look at while loading. It also frees up and allows more color to choose from.

Yes, well, that's a great start. It doesn't mean at all that you have permission to use these images, but still it's good that you are doing that.
What I meant is more like, it's not really your creation. The loadscreens look nice, but technically, you just took someone else's work and slapped a logo and a frame on it. It DOES look great, but nothing can change that the majority of the work is not original or creative (on your part).

Like I said, that doesn't change that it looks great though (except for the logo not blending in).

As for the second version of the Soviet loadscreen, it's thematically very different from the first one... I see people like it alot more, but does it reflect how you want your Soviet faction to be? Or was the first one closer to how you intend them to look in-game?

I know, that's why I'm crediting people for using their images once the build goes public. And no, I'm not using logos, see new loading screens. What I'm doing is simply experimenting the artwork for loading screens to get a better feel and to see what the community thinks. That's how I do it.

I might do a bit more editing for Soviet loading screen before calling it complete.

Well, unfortunately... for things that aren't released under a CC license, you are not allowed to use it, credits or no credits, unless the license owner grants you permission. Gomen~

But I don't even want to nitpick about that, ripping from other games is very common in the modding community. Ripping from other mods is frowned upon, but commercial games are fair game.

All I'm saying is that your contribution to how good it looks is not very great Wink but it DOES look good.
