I just noticed the shadows on the street lamps. Don't you think it's weird they all have stark shadows facing the same direction, even though they are turned on (meaning it must be night-time or evening, so there shouldn't be sunlight casting the one-way shadow)?
Maybe have two sets of street lamps, ones with the lights turned on and a gentle shadow cast from the lamp itself, and ones with the lights turned off and the strong, unidirectional shadows you see here. _________________ QUICK_EDIT

since you seem to keep the proportions correct, i would suggest making the stone texture of the sidewalk smaller. Those hexagon shaped stone plates of the sidewalk are quite big. I think 70% or half the size would fit better. _________________ SHP Artist of Twisted Insurrection: Nod buildings
I think the bottom one looks pretty good.
You could also try to make the dark joint lines between the plates more subtle and instead use a slight color difference between the stones, so 2 adjacent stones have a slightly different brightness/color. This way giving you even on a much smaller scale visible single stones (so no need for dark lines between 2 stones to visually separate them).
3ds max procedural tiles texture has a property to give the tiles randomly a slight color difference.
