COPY & PASTE NOT WORKING ?

When I select an area of the map to copy, when I paste it, only the ground is pasted but it doesn't paste the buildings.

I check the manual but there is nothing there on coping and pasting regions of buildings.

Only the terrain and overlays copy and paste.
